Purposes of the Community Center
In building this Community Center we attempt to achieve the following:
- To first and foremost to
improve the very basic living conditions of the Community of San Clemente, Pisco.
- To offer Day Care services to working families with children.
- To offer a first aid kit for minor’s health issues and eventual free medical campaigns.
- To offer a food shelter for children attending school for people who work all day.
- To offer an after school for the students who parents can not help them.
- To establish a “Conference Hall” in which to discuss community matters;
- To create an Education Center where children and adults alike may come to learn English, computing, and craft activities.
All of this among the many other benefits that we look forward to providing includes latrines, Internet access and a library.
In taking our first steps towards achieving our goals and making the Community Center a reality, we have held and will continue to accomplish several arrangements with Pisco local government, the San Clemente community leaders
and the Western SOS team.
Need for Community Center
The idea of founding a community center in San Clemente – Pisco is a common ground that unites families in this district. There is a variety of reasons for establishing a community center in this district. The most important ones can be listed as follows:
- Helping people feel a part of a community and belong to somewhere: After the 2007 earthquake many people lost their houses or were displaced from their dwellings. The local government gave this people a land to start a new life. Up to this time the support of the central government is null. Although the community has an official recognition, they do not have basic services such as potable water, electricity and paved streets.
- The monthly income of an average family is USD 150 this amount just covers their very basic necessities
- The health conditions of children are threatened by their very basic living conditions; they suffer with skin diseases, constant diarrhea, and mosquito vector diseases.
- Creating a day care center where working parents can leave their children with confidence.
- Educational activities like tutorship, ELT lessons, craft activities, sexual education workshops, nutrition guidance and prevention of domestic violence will be offered among the community with the participation of local and international volunteers.

Sections at Community Center
In order to serve the needs explained above, our community center will contain the following sections:
Multipurpose room (dining room, Conference Hall, after school activities room) –
Targeting to satisfy the communal needs of families, the area of this room is 80 square meters with a capacity of 100 people, this room is made of wood (pre-fabricated) and roofed with corrugated cement sheets.
Medical consulting room - This 11,25 square meters room, will be equipped with basic medical furniture and medical supplies. The people will find first aid assistance and scheduled medical campaigns will be offered in this place.
Day Care Center – This is a 30 square meters area with a small cement covered play yard. Children between the ages of 6 months and 6 years will be cared and fed.
Library and Computer Center – This part of the community center will provide a place to access Internet. The users will pay a symbolic fee in order to maintain the services. This section is not included in the first stage.
Kitchen – This 11,25 square meters room will be equipped with a stove and kitchen supplies to offer daily meals to the community.
Latrines – in this first stage the community center
has two latrines to be used for the kids at the day care.
Location
It is located in the San Clemente district, the main characteristic of this area is the sandy and dusty soil.
The area of the land where the communal center will be built is 200 square meters, this land has the official permit of the city government. The San Clemente district is located 5 kilometers north of Pisco city.
Permissible Buildings
Before the earthquake this land was used only for agricultural purposes. In this moment the land is parceled and offered to families without private properties by the San Clemente municipality. As burocracy and centralism is a big problem in Peru new communities need to wait many years to have their land properly conditioned with main services like potable water, electricity, pavement, telephone lines and drainage. We have arrived to an agreement with the San Clemente municipality to build the community center.
